ogcserver: Support built in xml fallback if lxml is not available #303

[springmeyer] note: the motivation for this fallback support was two fold:

  1. to reduce the depedencies need to get up and running quickly - lxml could then be installed to get xml response to be faster ( I assume it is faster than builtin libs but actually never tested)

  2. on osx when using lxml in an apache fcgi process I would alway get hangs and crashes, so being able to uninstall lxml python bindings and use the fallbacks could restore the usability of the server.
