Documentation : WMS DescribeLayer request is supported but missing in wms server howto doc

WMS DescribeLayer request is supported but missing in wms server howto doc. 
The current doc indicates that it is not supported so it needs to be upgraded.

Here is some infos to add if necessary :
 - for vector layers : To have a valid return the user needs to setup 
wfs_onlineresource (or ows_onlineresource) metadata either at the map level or 
at the layer level (the layer level metadata is the one which is used if both 
are defined) 

- for raster layers : the metadata is wcs_onlineresource with the same logic 
as above.

I believe this was missing in 4.4 docs as well, right? Setting target milestone
to 4.4 so that Jeff catches this at the same time as the other 4.4 release docs
bugs that are still open.

corrected note on describelayer in wms-server doc.  committed to cvs.
