OFFSITE with TOLERANCE for MrSID images #4261

Because of the way MrSid images are work, OFFSITE values have a wavelet noise component that make them not all equal to the value OFFSITE is set to.

It would be a nice enhancement to be able to say:

  OFFSITE 0 0 0
  OFFSITETOLERANCE 7

This would have the effect of allowing all pixels +- OFFSITETOLERANCE from the OFFSITE value to be treated as OFFITE.
