POI: SQLite Android Bindings #1079

There is now SQLite Android Bindings available with POI needed R-tree functionality, very light native libs and all required features, so can transfer there for POI on Android.

A future alternative could be https://github.com/xerial/sqlite-jdbc which starts supporting Android.
Though there are still issues like xerial/sqlite-jdbc#248 and xerial/sqlite-jdbc#320 to resolve.

POI on Android until now used SpatiaLite with enormous native libs that exceed the simple requirements of POI search. And soon would need extra 64-bit native libs which will be mandatory in future.

In August 2019, Play will require that new apps and app updates with native libraries provide 64-bit versions in addition to their 32-bit versions.

Since SQLite Android Bindings do not provide Maven artifacts, we'll host them and their natives as separate module inside Mapsforge repository for user convenience.
