Deprecate 'symbol-scaling' in render themes

In code we don't use anymore the symbol-scaling directive, instead we detect automatically the scale mode based on symbol-width, symbol-height and symbol-percent.

So we should deprecate it, but keeping it in parser as 'no-op' for backwards compatibility.
