Filtering options link not shown if no articles match current filter

Replication steps:

1. View articles
2. Click 'Search & Filters'
3. Filter by category - select a category with no articles.

It appears that the #open-filter anchor is not rendered, along with the #content-box section. There is now no way to select an alternative category or remove the filter.
