MXS-95: Add support for Galera xtrabackup donor availability
A Galera node can now be recognized as Synced by the monitor if it's using xtrabackup or xtrabackup-v2 as SST method. For backwards compatibility, I have added a configuration option:
available_when_donor=0 (default) | 1 (as described)
