Adjust FailedRequest.java to parse non-XML errors

Error messages are in flux as we create the uber-app server to share a port for all request types. Some error messages, particularly 401, may not continue to be XML format. Once the details are finalized, I'll need to adjust error parsing to align.

Sam, the formatting issue is temporary; the only change you'll need to make to parsing is a namespace change.
