Quick change to control view caching based on whether the site is setup for debugging or not:
In a production scenario the "debug" attribute is (should be) set to false (or removed entirely) in which case views will be cached for the best performance. During the tweak/reload development cycle they will be recompiled each time instead of having to restart the development web server to see your changes.
