Change references to tootsuite/mastodon to mastodon/mastodon (#16491)
* Change references to tootsuite/mastodon to mastodon/mastodon

* Remove obsolete test fixture

* Replace occurrences of tootsuite/mastodon with mastodon/mastodon in CHANGELOG

And a few other places
