Can you test mate-screensaver 1.20.2? It contains #167 which fixed a very similar problem where power cycling a monitor could get out of the screensaver.

Should be fixed by 1.20.2, like #155 or #158
This is CVE-2018-20681
I also experience this with 1.20.1, and with 1.20.2 it does seem to be fixed.
