I consider user-guide issues as bugfix and i will cherry-pick the commit to 1.20 branch.
We also need to update the source at transifex for changes like this.

I added pluma userguide config for master and 1.20 branch, and the source file is uploaded to transifex.
Translations can be done now.

Both sources , pluma.pot and pluma-user-guide.pot can be generate with
./autogen.sh && ./makepot
Then check if these 2 lines are fine in *.pot files
"Project-Id-Version: MATE Desktop Environment\n"
"Content-Type: text/plain; charset=UTF-8\n"
Otherwise make distcheck will fail later because of wrong lines in .po files (UTF-8 is mandatory).
If all is fine than commit the change in pot files and push the commit to github.
Transifex server will be updated automatic from
https://raw.githubusercontent.com/mate-desktop/pluma/master/pluma-user-quide.pot
and
https://raw.githubusercontent.com/mate-desktop/pluma/master/pluma.pot
2 times a day.
Using the raw format in transifex config at their server is important.
