This should probably be near the top since it requires the user to change the locale.

sudo defaults write /Library/Preferences/.GlobalPreferences AppleLocale "sv_SE"
sudo defaults write /var/root/Library/Preferences/.GlobalPreferences AppleLocale "sv_SE"

Why you think people would like swedish locale? Not really.

Hence suggesting to keep it at the top so users can see it and change it.

This is just a suggestion, I don't think Apple should assume that all their users want a 12 hour clock on the login screen so it might be appreciated to include a method to change it to a 24 hour clock more suitable to most europeans. If you want you can write any locale you want in there.
