SVG output can be clipped #383

Some characters can be slightly clipped in SVG output, especially in Chrome. E.g., {\rm O} is slightly clipped at the bottom in some sizes.

This is probably due to antialiasing that takes up more pixels than MathJax accounts for. Leaving a one-pixel border should resolve the problem. I have the code to do it, but haven't had the chance to make a branch with it yet.

Add a pixel extra around the SVG image to accommodate antialiasing pi…
…xels. Also, try to work around truncation versus rounding issue in Chrome for ex-sizes (may not work well in other browsers, though). Addresses issue mathjax#383.

I'm not sure I see a difference. I mark this Ready for release and Do not write test, and we'll see if that breaks anything during the testing period.
