Don't use MathJax_MSIE_Frame for IE versions that support position:fixed #738

This hack for older versions of IE probably isn't needed for the newer IE's. This should be done conditionally by documentMode, I would guess.

Turns out IE7 and above handle position:fixed, so only IE6 on our support list needs the extra frame. If we drop support for IE6, the frame code could be dropped entirely.
