When cs-host is set, and URL in logs doesn't have a hostname set, then use cs-host as hostname #67

When a log file contains cs-host field (as it can be configured eg. on IIS) (eg. mywebsite3.com)
and when the action URLs in the log file don't contain the hostname (eg. /dir/page.html),
then we should use the cs-host value to prepend to the host-less action URL sent to the Tracking API, eg. mywebsite3.com/dir/page.html)

This bug was reported in: matomo-org/matomo#7341 (comment) where the user reports that when cs-host is set, currently it is not used and the first Alias URL set to the Website will be used instead.
