Add report-uri endpoint to collect reports

Currently there is no open source self-hosted application to easily collect and analyze report-uri reports.
It would be perfect if such an report-uri endpoint with graphic stats are added to Matomo

Currently there is no open source self-hosted application to easily collect and analyze report-uri reports.

There is sentry.io which is FOSS, self-hosted and supports being an report-uri endpoint.

I think this shouldn't be a core Matomo feature, but could be a great plugin.

Sadly the only official way to install sentry is docker. They deprecated the manual python installation via pip. But of course, a plugin would do the job too.
