After creating a new Goal, because reports take hours to generate, as a user I want to see the notification that clarifies it is expected to have empty reports and that I need to wait

Reproduce

• Go to Matomo as super user or admin
• Click "Goals" in left menu
• Click “add a new goal”
• create any goal
• then open the goal report with any date range (today, or yesterday, etc.)

Empty state showing zeros but no friendly explanation:

Expected to see a notification at the top that explains the data is not processed yet but will be in a few hours.
Similar to the notification we show for a report including "Today" that is not processed yet (see eg. in #19736 )

Hi @mattab, thanks for the feedback, it would definitely be better user experience to have a clear explanation for the blank report 👍
I've assigned this issue for prioritization by the product team.
