Add Test on DB migrations in System Check

Summary

Following many errors on DB migrations that needed the creation of versions 4.12.1 and 4.12.2, also saw in the forum: https://forum.matomo.org/t/since-4-12-update-were-seeing-php-notice-undefined-index-excluded-referrers/47974/4
Is it possible to add some DB migration check in the System check? (as do the core:update command before applying the migration)
