Add support for "issues" link to plugin.json and display in Marketplace / Core #4570

It would be nice to be able to specify a link for "issues". For instance to our Trac or Github issues. This allows users to report issues easier.

A plugin developer or theme artist would be able to specify an optional field "issues" and we display a link to this website next to the Github and Homepage link in the Marketplace and in Core. Maybe it could be even displayed somewhere else.

If you want we can split the ticket in multiple (for Core and for Marketplace) but as it is not that complicated I thought one might be enough.

Nice suggestion: it will help Piwik users get help with custom plugins, and plugin developers get useful reports from users. Also will limit reports on the trac, for third party plugins.

this had been implemented for a while but we weren't showing it. Can be specified in plugin.json via support: {issues: ""}
