Allow Plugin Settings to be loaded within Tracker flow

Plugin developers can easily define settings for their plugins (see [Developer guide settings](http://developer.piwik.org/guides/piwik-configuration))

There was a report by pebosi in the forums that the setting value cannot be loaded within Tracker. Instead, we should make it easy to use settings within tracker.
