2.3.0: Visitors in Real-time widget, incorrect page title display

In 2.3.0, when a page title contains a "+" symbol, the Visitors in Real-time widget and also the Detailed Visitor Log do not display that "+".

For example, if the page title is "Foo + Bar", the Visitors in Real-Time widget tool tip display for that page shows "Foo Bar" (i.e., three spaces between the two words). The Detailed Visitor Log will show "Foo Bar" as the page title (i.e., one space between the two words).

This did not happen in version 1.12, and I can't say whether the problem occurred in earlier versions of Piwik 2.x

In 1e94065: fixes #5268 the plus character needs to be url encoded otherwise it will not be visible as it is reserved by RFC2396. Other characters work fine
