Piwik should allow to exclude IP Addresses by subnet
for example:

exclude 212.116.100.0/24 (255.255.255.0)
which means: exclude a hall C Class

or

exclude 194.156.0.0/21 (255.255.248.0)
which means: exclude from host: 194.156.0.1 until host: 194.156.7.254
