Describe the bug
The bridge is converting " on the IRC side to ' on the Matrix side.

Expected behavior
Messages are correctly bridged.

Additional context
Reverting to v0.23.0 resolved the issue. Also, on v0.30.0, no messages were bridged from Matrix -> IRC, only one way around 😭.
