Do we even want tags going forwards? I have been assuming they would be replaced (under the hood at least) by private communities, so we don't have to manage two separate ways of grouping rooms together.

Communities are moving at a much slower pace currently, so seems sensible to have something go through while we wait for communities to become a thing.

the requirements that came out of a quick sync for room lists on riot-web have shown that this will need to land in some form ahead of communities. This will make riot-web the proof of concept for this MSC.

This ended up not being useful, and I have no intentions of pursuing it to a merge - abandoning.
