Fixes a TypeError: object dict can't be used in 'await' expression exception, whenever the result of a non-filtered public room listing was cached.

It looks like we want to include this in r1.3.0. Please can you rebase it so that it doesn't include changes which have landed on develop since the release branch was cut, and also change the target branch for the PR to be the release branch?

Wrap `get_local_public_room_list` call in `maybeDeferred` because it
is cached and so does not always return a `Deferred`.
`await` does not silently pass-through non-Deferreds like `yield` used to.
