Running mkvmerge -i starts Track ID's at 0 and mkvextract and mkvinfo both expect Track ID's starting with 1.
Steps to reproduce:
ubuntu@ubuntu:~/Src/mkvdts2ac3$ mkvmerge -i test.mkv
File 'test.mkv': container: Matroska
Track ID 0: video (V_MPEG4/ISO/AVC)
Track ID 1: audio (A_DTS)
Track ID 2: subtitles (S_TEXT/UTF8)
Track ID 3: subtitles (S_TEXT/UTF8)
ubuntu@ubuntu:~/Src/mkvdts2ac3$ mkvextract tracks test.mkv 0:./video.mpeg4
Error: No track with the ID 0 was found in the source file.
Argh. My apologies, after mucking through the git commit's I see this is a duplicate for #689 and 690 and it will be fixed in the next version.
