Introduce support for uv, an efficient Python package and project manager, to enhance environment management. This change aims to improve speed and streamline dependency management by leveraging pyproject.toml instead of requirements.txt. The integration includes necessary configuration and installation scripts to facilitate the use of uv within the development container.
