On AppVeyor (Windows), with the recent pre-release version 3.1.3b1:

Once this is overcome, there is an issue on Windows with numpy.float128 and numpy.complex256 which are not defined.

This commit already takes care of both the float128 / complex256 issue and the force_extension unexpected keyword argument: 7c066a2
I think this ticket can be closed.
