Safari 13 has been released for iOS and desktop with full support for
the VisualViewport API. From quick testing on iOS and OS X all
properties appear to be properly populated and both events fire
(resize/scroll).

Added support for the Visual Viewport API for adjusting web content to avoid overlays, such as the onscreen keyboard.

the api/VisualViewport.json data to indicate that support for the Visual
Viewport API shipped in Safari 13 — but it missed updating the data for
window.visualViewport, which is part of the same API.
