v18.2.0

I'm glad to announce txtorcon 18.2.0. This adds or fixes the
following:

 * add `privateKeyFile=` option to endpoint parser (ticket 313)
 * use `privateKey=` option properly in endpoint parser
 * support `NonAnonymous` mode for `ADD_ONION` via `single_hop=` kwarg
