digital miner looses upgrade effect if moved

Issue description

if you move a digital miner with upgrades in it those upgrades loose their effect unless you reinstall them

Steps to reproduce

1. place and upgrade a digital miner
2. break it and move it somewhere else (the upgrades should loose their effect)
3. uninstall and then reinstall the upgrades (this fixes it)

1.21 (Latest)

NeoForge version

21.0.65

Mekanism version

10.6.4

Other relevant versions

not 100% sure if this effects the bug but i am playing ATM10 version 0.11
