This PR adds tests for the public Python APIs of
AudioEncoder. Instead of duplicating the tests that already exist for the core ops, I decided to just migrate the core ops tests. The core ops now have minimal tests, but everything is robustly tested withintest_encoder.py(the Python API tests).Needs #693 first, so if you want to review, it'll be easier to just look at 5d9eb54
