Prefer indexed (module) documentation when finding pod #229

In discussing cpan-api/metacpan-web#647 and cpan-api/metacpan-web#357
@dpetrov noticed that the api was returning different pod depending on the endpoint:

/pod/Test returns the pod found in the t/ directory of a perl release
whereas the pod key of the hash returned from /module/Test seems to be the pod associated with the indexed module of the same name.

I understand that there are legitimate pod (tutorials, etc) that may not be associated with indexed modules (#78)
but I propose that find_pod should prefer pod for indexed modules when the name is ambiguous.
