SIGNATURE files still listed as documentation #255

Pull request #187 doesn't seem to have solved it.

I believe it is because certain SIGNATURE files happen to have lines which match /^=/ and so are misinterpreted as containing Pod. I've posted a suggested fix as a comment on #187, though I don't know whether it works.

I'm now seeing some dists not have their SIGNATURE listed, but for example Say-Compat's still has its.

the theory is sound, but i haven't figured out where it actually occurs (or what else the problem is).

I believe I fixed the issue but I need to reindex the affected dists to be sure.

There are a lot of dists that could be reindexed, but at least the bug is fixed.
