NoBugTracker module shows bug tracker #536

This module

https://metacpan.org/module/CPAN::Test::Dummy::Perl5::NoBugTracker

was supposedly set up to prove that it is possible to turn off the bug tracker, as described in the module.

However, it seems to not work on metacpan.org:

This was taken with the mouse hovering over the "bugs" section and you can see on the bottom left there is a link to rt.cpan.org.

This may be a bug in the module but I thought it was worth pointing out.

The response returned by the api for this release returns an empty resources section right now. So, if this is going to be corrected, it will have to be done at the indexer level first, followed by a change in logic in metacpan-web, which is configured always to show a bugtracker url, regardless of whether the author isn't interested in having them.
