Restore back the FRR images to dockerhub

The images pulled from quay lack of multi arch support, making the frr mode unusable on ARM (for RPis, for example). Here we revert back to dockerhub.

There is another one referencing FRR from quay.io on e2etest/pkg/frr/container/container.go

Afaik, the dockerhub rate limit was something affecting only the downstream CI before switching back to the custom builds.
The images on quay are not the frr official ones (see FRRouting/frr#10587), so I think it makes sense to revert to dockerhub.
