Bundler does not always create static_cacheable, which makes gzippo prompt an empty download #177

Started with a stack overflow question: http://stackoverflow.com/questions/10971417/why-is-meteor-only-returning-an-empty-file

tldr: When there are not files for static-cacheable, the folder is not created when an app is run, but because gzippo expects it as a cache, it will serve an empty file for download

A quick patch would be to check if the static_cacheable folder exists in app/server/server.js
But maybe it's better to always ensure static_cacheable is created, even if it's empty?

Or -- should this be considered an issue with gzippo?
