[1.7.0.2] In newly created app, `meteor npm test` runs no tests #9991

Steps to reproduce:

% meteor create new-app
% cd new-app
% meteor npm test

> new-app@ test /Users/ben/dev/new-app
> meteor test --once --driver-package meteortesting:mocha

=> Started MongoDB.

Workaround: rename the tests directory to test and update meteor.testModule in package.json.
