Serial transfers with external clock run when no multiplayer window is open #2811

Hopefully self-explanatory, serial transfers seem to run (and trigger the corresponding IRQ) even when nothing is driving the external clock signal (i.e. a multiplayer window)

I thought this + #2810 were related to my fix for #1105, but I'm not sure looking back at that now.
