Mario Kart DS and New Super Mario Bros. Run at incorrect speed

Both games claim to be running at full speed, but are really running extremely slow.

For New super Mario Bros, this is mostly noticeable in the table minigames. Even though these minigames are taken from Mario 64 DS, they don't exhibit the issue there.
