Speed up Travis CI build by using local build of playground #1642

Today, the "playground" React app is built locally during prepublishOnly step in .travis.yml.

Instead of building playground again in the Docker image, this PR simply copy the local build of playground into the Docker image. Should shave off about 6-7 minutes of build time.
