* add support for torch 1.3+ builds inside a docker build environment
* remove apex imports

* cpu_only support, all tests passing except for ones that rely on fp16, torch doesn't support fp16 on cpu :(

* add python only option to install

* fix formatting

* Skips FP16 tests in CPU mode
