refactor: Remove ITelemetryProperties and replace with equivalent ITelemetryBaseProperties #19750

Description

Removes the deprecated ITelemetryProperties and replaces its internal uses with the equivalent ITelemetryBaseProperties.

Breaking changes

The ITelemetryProperties export is removed from @fluidframework/core-interfaces.
