Repro Steps

Install wsl with windows insiders dev channel
Uninstall your wsl ubuntu distro after some months
Continue to update your laptop until you reach windows 11
Reinstall ubuntu from microsoft store (wsl was never uninstalled)
Get stuck on the install screen for hours ( "This may take several minutes...")
Reboot, uninstall ubuntu, reboot reinstall ubuntu, get stuck again.
Uninstall ubuntu, disable WSL, reboot, install wsl, reboot install ubuntu, get stuck again
Insult your computer.

I found a thread where someone had this issue and said "I cleaned up my registery by hand, and it worked!" Without saying what he deleted/changed in registery.

Expected Behavior

Install wsl, install ubuntu (or other), enjoy

Actual Behavior

Get stuck on "This may take several minutes..." until the end of humanity

I tried many, many things, nothing worked...
So I did a dual-boot with a new Windows 11 clean install
Everything works on the new install, I'll soon remove my old install.
Exactly same computer, same Windows 11 dev build, but wsl works on one and not the other.
If someone says it's an hardware Problem, I kill him.

In my case I had problem with Hyper-V also. Both problems - Hyper-V and WSL were fixed by this:

1. Open "Window Security"
2. Open "App & Browser control"
3. Click "Exploit protection settings" at the bottom
4. Switch to "Program settings" tab
5. Locate "C:\WINDOWS\System32\vmcompute.exe" in the list and expand it
6. Click "Edit"
7. Scroll down to "Code flow guard (CFG)" and uncheck "Override system settings"
8. Start vmcompute from powershell
   net start vmcompute

SignFinder's solution worked for me, the issue seems to be that Code flow guard must be enabled for vmcompute.exe , otherwise wsl hangs. I had previously disabled it for performance (wouldn't recommend)

Can confirm SignFinder solution worked by overriding system and turning on CFG for vmcompute.exe on Build 25262.10000 (Windows 11 Insider Dev Channel)
