[PORT] Move TelemetryClient property to DialogContainer

Port this change from botbuilder-dotnet/master branch:
microsoft/botbuilder-dotnet#4178

Fixes #2638

Move TelemetryClient onto DialogContainer (implementation the same in AdaptiveDialog and ComponentDialog).
