Canceling cwd selector for repl in multi root workspaces results in no cwd

Testing #23994

1. Create a multi root workspace
2. Open the native repl
3. In the cwd selector quick pick, press esc to not pick anything

Bug
This results in a repl opening that behaves like the case where you have no folders open. This seems unexpected

Should we force the user to make a choice in this case?

I think in this case, we would ideally prompt the cwd selector again when user opens the native repl once again.
