Changing python selection when notebook hasn't connected results in 'Starting Jupyter Server' forever #2891

  1. Open a notebook
  2. Change your python selection
  3. 'Starting Jupyter Server' will appear and never go away

Yeah, this is bad, the state even seems unrecoverable. I wasn't able to then start up the server after hitting this once.

Secondary issue. It's also not changing the server when selection changes. Both the interactive window and the notebook editor look like they are restarting, but they pick the same interpreter as before, not the one that was changed to.
