Issue Type: Bug

The "Enable Agent Forwarding" setting is enabled; and yet it appears the agent details have not been forwarded.

When using user1@local$ SSH -A user2@remote I am able to use user2@remote$/dev/myRepo git pull and it works just fine.

However when I try in the Terminal in VS Code (Insiders) after connecting using the SSH feature; I get a permission error.

Extension version: 0.46.0
VS Code version: Code - Insiders 1.39.0-insider (0f1bd7721b793ed8b7805ba621061ce5a1f5c263, 2019-09-09T05:28:58.624Z)
OS version: Linux x64 4.15.0-58-generic snap
Remote OS version: Linux x64 4.4.0-1092-aws
