Checks view appears in Agent window on main branch (not on a PR)

Summary:
While on the main branch (not on a PR), I noticed that the Checks view appeared in the Agent window unexpectedly. This was not triggered by running a build or opening a PR from the branch—I'm simply on the latest main branch in the vscode repo. The presence of the Checks view in this context feels out of place and confusing to the user.

Steps to Reproduce:

1. Check out the main branch in the vscode repo.
2. Observe the Agent window.
3. Note that the Checks view appears, even though there is no PR open or build recently triggered.

Expected:
The Checks view should not appear in the Agent window when on the main branch with no active PR/recent build context.
